EU Project "Pravo-Justice" facilitates the discussion of the new system of garnishment of bank accounts of the debtors

Ukraine is about to implement the new system of garnishment of debtors’ bank accounts. This is an important aspect of the execution of judgements and protection of property rights.
On 17 of May he EU Project "Pravo-Justice" hosted the round table dedicated to the discussion of the draft Roadmap for the implementation of the automated bank account garnishment system. It was prepared by a group of IMF experts.
The round table also touched upon the results of the Gap Analysis of the existing procedure of garnishment of bank accounts conducted in November 2017, as well as the results of the study visit of Ukrainian stakeholders to Portugal.
“There are still many issues to be addressed regarding the system of garnishment of debtors’ bank accounts. It is very practical that we start this discussion with enforcement officers who are the system users. However, the example of the EU countries with good e-governance shows that such systems can be open to other authorities (tax, social security, etc.). Therefore, the scope and level of operation of this system is still not finalized in Ukraine. However, it should be noted that some key aspects have been successfully dealt with,” said Dovydas Vitkauskas, Team Leader of the EU Project "Pravo-Justice".
The event was attended by the representatives of the IMF, the EU Project "Pravo-Justice", the National Bank, the Ministry of Justice of Ukraine, the Ministry of Finance of Ukraine, the Independent Bank Association, the State Enforcement Service, the State Agency for e-Governance, and others.
