Katilin Popov: Private enforcement officers proved to be three times more efficient than state-owned ones

Since private enforcement officers started operating in Ukraine, they have already had an opportunity to prove themselves three times more efficient than their colleagues from the SES. That was reported by the International Expert of the EU Project “Pravo-Justice” Katilin Popov during the interview on Hromadske radio.
Privatization of the enforcement system is a European trend. Most new EU members have opted for either completely private or mixed model. The EU-Project “PRAVO-Justice”, together with the Ministry of Justice of Ukraine, has been supporting the implementation of the private enforcement service since 2016.
“The first private enforcement officers appeared in Ukraine in 2017, now they are over one hundred of them. Some 4500 state enforcement officers are operating in parallel. According to the relevant statistics, private enforcement officers are three times more efficient than their colleagues from the public sector. Some private enforcement officers reported successful execution of almost 83% of submitted cases”, says the international expert.
Katilin Povov also added that the existing mixed system should not be perceived as something permanent – it should be considered as a transitional solution.
