Oleksandr Oliinyk: Lithuanian enfrocement-related best practices are very useful for Ukraine

The Delegation of the Bailiffs Chamber of Lithuania met with representatives of the Ministry of Justice of Ukraine and discussed topical issues relating to the enforcement system in Ukraine.

The discussion attended by Saulius Labutis, Minister-Counselor of the Ambassador of Lithuania to Ukraine, and Oleksandr Oliinyk Director of the Department of Justice and National Security of the Ministry of Justice of Ukraine, Secretary of the Interinstitutional Coordination Council, and was dedicated to perpectives of the private enforcement service in Ukraine.

During the meeting, Chairlady of the Bailiffs Chamber of Lithuania – bailiff Inga Karalienė – focused on the difference in the performance of the state-run and private enforcement systems: success ration of state-run Lithuanian enforcement officers used to be some 5%, while the existing bailiffs achieve now up to 30-40%. The Chairlady also presented the areas of intervention of the project “Justice Sector Reform Implementation in Ukraine: Expanding the Scope of Activities and Services Provided by Enforcement Officers, Greater Public Trust in Private Enforcement Officers”.

According to Oleksandr Oliinyk, for Ukraine learning from experience of other countries, including Lithuania, in the field of execution of court decisions is a basis for refreshing our own system. This experience will help Ukraine to make the enforcement system more transparent and efficient.
