EU Project Pravo-Justice is looking for a Procurement Officer to design, prepare, coordinate and oversee procurements of IT and other services and supplies envisaged by the Project programming documentation.

Project Description: The EU-funded Pravo-Justice Project, implemented by Expertise France (EF), supports Ukrainian authorities in the justice sector reform, in line with the EU-Ukraine Association Agreement and best European standards and practices. In particular, the Project focuses on the improvement of the justice sector policy development and coordination, on the judiciary and penitentiary reforms, property rights protection, development of probation and support to justice sector digitisation. The Project has a budget of EUR 15 million, and will operate until the end of 2020, with the extension envisaged for 2021 – 2022. The permanent Project Team in Kyiv includes a number of international key experts, national key experts and other staff.

Job Title: Procurement Officer (PO)

Mission Description:

The Procurement Officer (PO) will be recruited through a limited duration contract until December 6, 2020 with the possibility of extension. POE will work closely with the Team Leader, Operations Officer and the rest of the Project Team. More specifically, POE will:

  • Support planning and procurement of services and supplies by the Project throughout all relevant stages (identification, formulation, procurement documents preparation, answers to questions, analysis of bids/bidders, evaluation, selection, contract signature, monitoring etc.);
  • Contribute to and design (as appropriate) procurement documentation (feasibility studies, terms of reference, technical specifications, evaluation forms etc.);
  • Develop and update planning and reporting tools with regard to procurements (Procurements Master Plan, respective sections of a project management software used by the Project (Wrike) etc.);
  • Ensure effective coordination with national partners, the Project Team and the EF on all matters related to procurements;
  • Perform other tasks at the request of the Team Leader and Operations Officer.

Qualifications and Experience:

The required candidate should have:

  • University or other relevant degree pertinent for the tasks above;
  • At least 5 years of professional experience in procurements (both planning and implementation);
  • Demonstrated knowledge of IT technologies and / or information systems delivery processes;
  • Excellent command of written and spoken English and Ukrainian;
  • Experience in implementation of international technical assistance projects would be considered an advantage.
