Report on implementing Justice Sector Reform Strategy in 2017 discussed by the sector stakeholders

Experts of EU-funded Project “Pravo-Justice”, international donors and representatives of justice sector stakeholders discussed implementation of Justice Sector Reform Strategy and Action Plan (JSRSAP) in 2017. Moreover, “Pravo-Justice” international expert Eric Svanidze presented Justice Sector Reform Strategy Action Plan Monitoring Tool developed by the Project.
The event was held under the auspices of the Justice Reform Council and with the support of the EU-funded Project "Pravo-Justice".
“We have achieved a lot in the last 3 years in terms of coordination and implementation of the justice sector reform, - noted Dovydas Vitkauskas, team Leader of EU-funded Project “Pravo-Justice”. - Justice Reform Council has been set up and operational, the key players have strategic planning units, we have 5 years policy framework, one-year annual policy planning instruments. Thus we have most of the elements that can really testify that Ukrainian justice sector is already moving to good advanced degree of policy coordination”.
He stressed that the purpose of the discussion is to review the progress in 2017. “For this purpose, we have substantial narrative report prepared by the Ministry of Justice covering the entire sector prepared with contributions from other stakeholders. This is also an important advancement to be noticed in comparison to the situation 2-3 years ago, when the Ministry of Justice was focussing more on its own internal sphere of regulation. Now it looks beyond it and understands its role in the whole justice sector. This is very satisfactory” – added Dovydas Vitkauskas.
After Iulia Zaichenko, General Director of Strategic Planning and European Integration Directorate of the Ministry of justice and other justice sector stakeholder’s presented report on implementation of JSRSAP in 2017, Eric Svanidze, “Pravo-Justice” international expert, stressed that Justice Sector Reform Strategy and its Action Plan implementation is subject to an appropriate Monitoring and Evaluation System. He presented a Monitoring tool that has been developed by the Project for justice sector stakeholders.
“It is an integrated instrument for facilitating and guiding structured and consistent implementation of the JSRSAP by means of further (process-related) itemization of measures envisaged by it. It allows to measure relevant outputs and will facilitate communication of results and progress achieved. The tool is being taken over and developed further by the national stakeholders”, - explained international expert.
